I) ELKO COUNTY PUBLIC WORKS

I.1) Montello Water System Discussion and consideration of Board authorization to apply for a USDA Rural Development Utilities Program / Emergency Community Water Assistance Grant in the amount of $650,000 including $20,000 for an Environmental Assessment to finance the Montello Springs Rehabilitation Project which will rehab existing spring sources and rehab one of the water storage tanks to meet the ongoing and future water demands of Montello, Nevada. Over the past eight years, the spring sources for the Montello Water System have exhibited a reduced daily flow. This grant has a limited in-kind local match requirement. In May of 2015 the Commissioners gave Public Works approval to submit the application for these emergency funds from USDA –RD. The pre-application has been submitted and we are working closely with USDA in order to complete this process. The next step in the process is an Environmental Assessment which will cost approximately $20,000 according to our engineer. This cost would be paid by Elko County up front and then reimbursed through the grant, once approved. This Environmental Assessment is required by the USDA federal guidelines prior to the application being approved and funds obligated to Elko County for the Unincorporated Town of Montello. Once the $20,000 expenditure is approved, the next step is to give our engineers the go-ahead to proceed with the Environmental Assessment and submittal of the grant application. We are trying to get this done as soon as possible in order to obligate the federal emergency funds in this Federal fiscal year. The Environmental Assessment will take approximately 8 weeks and the Federal fiscal year ends September 30th so we’re quickly running out of time.

J) RUBY VISTA DEVELOPMENT PROJECT PRESENTATION

J.1) Discussion and consideration of a presentation by Ken Krater, Ruby Vista Ranch Development, describing the proposed commercial and housing development in the Spring Creek area. The County has received a request from Ruby Vista Ranch Development, MTK Limited, LLC, to assist the proposed development project by issuing bond financing for infrastructure on the project. Evaluation of that request continues. NNRDA will host an UNR College of Business Workshop on June 10, 2016 regarding developments and potential funding mechanisms.

K) ELKO JUSTICE OF THE PEACE SALARY ISSUE

K.1) Discussion and consideration of modifying the set salary of the new second Justice of the Peace position in the Elko Justice Court. The County Commission previously set the salary of the new second Justice of the Peace position at the same level as the existing Justice of the Peace. Some questions have arisen whether this salary is appropriate for the case load. The Commission requested an opinion regarding clarification of NRS 4.040 and options on this matter from the Nevada Attorney General’s Office. Although the AG opinion has yet to be received, the Commission will review this issue at this time.

L.1) Jackpot Justice Court Consolidation into the Wells Justice Court Discussion and consideration of the First Reading of Ordinance 2016-04, entitled, AN ORDINANCE AMENDING TITLE 1, CHAPTER 9, SECTION 1 BY ADDING ELKO COUNTY VOTING PRECINCT 38 TO WELLS TOWNSHIP AND RENUMBERING WHICH MERGES THE JACKPOT TOWNSHIP INTO THE WELLS TOWNSHIP, AND ALL OTHER MATTERS PROPERLY RELATED THERETO.
