G.4) Discussion and consideration of Resolution 07-2016 providing for the transfer of appropriations from the contingency account within the 2015/2016 Fiscal Budget for the County of Elko General Fund. (NRS354.598005(5)) Although a formal resolution is not required, past practice for Elko County is to include all Contingency Transfers in the form of a resolution. This resolution is transferring funds from the Contingency Account to other accounts within the General Fund Budget.

G.5) Discussion and consideration of Resolution 08-2016 for the transfer of appropriations and cash from the Contingency Account within the 2015/2016 Fiscal Budget from the Elko County General Fund to the Senior Citizens Fund. Although this resolution is not required pursuant to NRS 354.598005, past practice of Elko County is to adopt a resolution for Contingency Transfers. This transfer is to provide for the Elko Senior Citizens Fund for the annual cost of the Workers Compensation Costs that the Center pays out. This allocation sunsets 6/30/20.

G.6) Discussion and consideration of Resolution 09-2016 providing for the transfer of appropriations and cash from the Contingency account within the 2015/2016 Fiscal Budget from the Elko County General Fund to the Elko County Solid Waste Fund. Although this resolution is not required pursuant to NRS 354.598005, past practice of the County is to approve a Resolution for all contingency transfers. This transfer will provide for the Solid Waste Enterprise Fund to cover expenditures in excess of budget.

G.7) Discussion and consideration of Resolution 10-2016 providing for the transfer of appropriations and cash from the Contingency Account within the 2015/2016 Fiscal Budget from the Elko County General Fund to the Dedicated County Medical Indigent Fund. This resolution is not required pursuant to NRS 354.598005, however past practice of Elko County is to approve all Contingency Transfers by resolution. This resolution will transfer cash and appropriations to provide for a portion of the payment to the state of the amount required of .01 cents. Resources to this fund have been impacted by the net proceeds and expenditures have increased as well.

G.8) Discussion and consideration of Resolution 11-2016 authorizing an Interfund loan to the Local Emergency Planning Committee (LEPC) Fund from the County General Fund. Pursuant to NRS 354.6118, the County can provide for an interfund loan up to 24 months as long as the fund loaning the money is not compromised by the transfer. The LEPC fund receives state and federal grants and all of those grants are reimbursement grants, therefore there is always a waiting period for receipt of the grant funds. This resolution will only be used for any amounts not received at 6/30/16.

Pursuant to NRS 354.6118, the County can provide for an interfund loan up to 24 months as long as the fund loaning the money is not compromised by the transfer. The Elko Area Transit Fund receives state and federal grants and all of those grants are reimbursement grants therefore there is always a waiting period for receipt of the grant funds.
