Rabe Trust, on file in the Office of the Elko County Recorder as File No. 656272, being located in portions of Sections 10, 14, 15, 21, 22, & 23 T. 32 N., R. 57 E., M.D.B.& M., County of Elko, State of Nevada. APPLICANT: Modern Land & Development, LLC OWNER: Ruby Mountain Ranch Holdings, LLC   The appeal hearing was requested by the following appellants:  Elko Band Council, Heather Bair, Carol Nicholson, William Johnson, John George et al, Dionne Stanfill-WR Cattle Co.-Ruby Heritage, LLC-Rachel John, Fermina Stevens, and Steven McDade following a decision of Elko County Planning Commission.   The Commission will hear public comments, consider staff recommendations, and deliberate on the proposed conditional use before taking possible action to sustain (affirm), modify, or overrule (reverse) the Planning Commission's decision to approve the application.
