G.1) Discussion and consideration of approval of the Nevada Department of Transportation's Elko County Bicycle Plan, which is a part of the Nevada State Bicycle Plan. It has been developed with input from county and local representatives, cycling advocates from Elko County and various community groups to improve bicycling through Policies, Programs, Legislation, Tourism, and Infrastructure Improvements. The plan recognizes the priorities of development, routing and funding sources of future bicycle route development.

H) Elko County Transit Department - Get My Ride
H.1) Discussion and consideration of the submission of the annual application to Nevada Department of Transportation (NDOT) for Federal Transit Administration (FTA; 5311) Funding for the usual and on-going operations of Elko County's GET My Ride Program. The total budget is $826,358 with a local match of up to $265,921.

H.2) Discussion and consideration of the submission of an application to Nevada Department of Transportation (NDOT) for Federal Transit Authority (FTA; 5339) Funding for the purchase of 4 paratransit vehicles for Elko County's GET My Ride program. The total cost is $300,000 with a local match of $60,000.

I) ELKO COUNTY HEALTH BOARD
I.1) Discussion and consideration of the appointment as Dr. Jocelyn DeGuzman as the Elko County Health Officer.
J) ELKO SENIOR ACTIVITIES PROGRAM
J.1) Discussion and consideration to fill an unexpired vacancy on the Elko Senior Activities Program Board. The Commission received one application from Rob Maher. The term of the appointment would expire on December 31, 2018.

K) NEVADA ASSEMBLY BILL 191 - FUEL TAX BALLOT QUESTION
K.1) Discussion and consideration of AB 191 that relates to a state mandated election ballot question revising provisions governing taxes that would provide for annual increases on fuels for motor vehicles if approved by the voters. AB 191, enacted by the 2015 Legislature, requires Counties to place a question to the voters on the 2016 General Election Ballot regarding indexing (annual tax increases based upon economic indicators) of motor fuel taxes. The process requires the development of a ballot question with committees to provide “Pro” and “Con” statements regarding the measure. The Nevada Association of Counties (NACO) is working with the Counties to meet the requirements of this legislation.

L.1) Discussion and consideration of Commission letter of support addressed to the President and Congress encouraging legislation to allow the transfer of federally controlled lands to willing States as addressed in the last Commission meeting.

M) NEVADA STATE ENGINEER ASSESSMENTS
M.1) In accordance with NRS Chapters 533 & 534, consideration of approval of the State Engineer's assessments as submitted by the Nevada Division of Water Resources and reviewed by the County Assessor's Office. The assessments for consideration are the Willow Creek Valley Groundwater Basin and Clover Valley Groundwater Basin.
