F.1) Discussion and consideration of Proclamation 2016-B entitled, A PROCLAMATION BY THE ELKO COUNTY BOARD OF COMMISSIONERS CELEBRATING THE WEEK OF APRIL 10-16, 2016 AS NATIONAL LIBRARY WEEK. First sponsored in 1958, National Library Week is a national observance sponsored by the American Library Association (ALA) and libraries across the country each April. It is a time to celebrate the contributions of our nation's libraries and librarians and to promote library use and support. All types of libraries - school, public, academic and special - participate. Rapid advances in technology are fueling a library renaissance. No longer just places for books, libraries now offer an assortment of free digitally-based programs and/or services including 3-D printing, ebooks, digital recording studios and technology training. Such tech-based resources are transforming lives through digital literacy and lifelong learning, contributing to education, employment, entrepreneurship, engagement and empowerment. Yet libraries are often overlooked as catalysts for powerful individual and community change. Today’s libraries are not just about what we have for people, but what we do for and with people. “Libraries Transform” is this year’s American Library’s National Library week theme.

F.2) Discussion and consideration to approve Proclamation 2016-C entitled, A PROCLAMATION BY THE ELKO COUNTY BOARD OF COMMISSIONERS CELEBRATING APRIL 13, 2016 AS NATIONAL BOOKMOIBLE WEEK. For over 100 years, bookmobiles and direct-delivery outreach services have played a vital role in fulfilling the mission of libraries, bringing the resources of libraries and the expertise of librarians directly to all kinds of communities – rural, urban and suburban. Bookmobiles are modern, changing and dynamic mobile information centers for the 21st century, providing not just books, but DVDs, music, resources for job searches, and more. As an extension of libraries, bookmobiles are part of the American Dream – places for opportunity, education, self-help and lifelong learning. Bookmobile use is up nationwide among all types of library users. Libraries, librarians, library workers and supporters across America are celebrating National Bookmobile Day during National Library Week.
