M) ALTERNATE ROUTE BETWEEN THE CITY OF ELKO AND COMMUNITY OF SPRING CREEK

M.1) Discussion and consideration of urging the federal delegation to redirect funding approved for the $28 million rail corridor enhancement for the construction of a pedestrian bridge for Amtrak service to partially fund the engineering and construction of an alternate transportation route between Spring Creek and Elko.

M.2) Discussion and consideration of directing staff to seek consulting services related to the options of an alternate route to State Route 227 between the City of Elko and the community of Spring Creek.   The scope of work for the consultant may include, but is not limited to a recommended alignment of an alternate route, the potential of acquisition of necessary rights of way, estimate for the cost of construction and maintenance of the roadway as well as ongoing maintenance cost of the roadway, and potential funding options.

N) ELKO COUNTY NATURAL RESOURCES

N.1) Discussion and consideration of a proposal to lease a portion of the Elko Motorsports Park to Summit Raceway for the construction and operation of a racetrack to replace the current facility, and possible direction to staff to obtain an appraisal for this property and to negotiate the terms of the lease.    A lease will require Board approval at a future meeting.
