N.1) Discussion and consideration of a proposal to lease a portion of the Elko Motorsports Park to Summit Raceway for the construction and operation of a racetrack to replace the current facility, and possible direction to staff to obtain an appraisal for this property and to negotiate the terms of the lease.    A lease will require Board approval at a future meeting.
