G) ELKO COUNTY PUBLIC GUARDIAN

G.1) Discussion and consideration to re-appoint Kathy Jones to the position of Public Guardian.  Pursuant to NRS 253.150 and Elko County Code Title 1, Chapter 12, the Public Guardian is required to be appointed every four (4) years.      Ms. Jones has been appointed as the Elko County Public Guardian since 2003.  The Public Guardian is a last resort for individuals who are incapacitated and unable to manage their own finances and/or make informed decisions regarding their own healthcare.  She manages up to 25 protected persons at any one time and often has a wait list.   Staff recommends re-appointment of Ms. Jones.

H) ELKO COUNTY FIRE PROTECTION DISTRICT

H.1) Discussion and consideration to approve a grant award to the Ryndon Volunteer Fire Department (VFD) and the Deeth/Star Valley VFD.  If approved, each department will be awarded $500,000 through a reimbursable grant agreement.    Grant funds have been budgeted from the Infrastructure Tax Plan funds.

I) ELKO COUNTY DISTRICT ATTORNEY'S OFFICES

I.1) Discussion and consideration to to purchase real property in Clover Valley (APN# 008-100-015) from the Treasurer's Trust pursuant to NRS 361.603.    

I.2) Discussion and consideration of an amendment to the current Summit Raceway lease extending the term by one year to allow Summit time to move their facility to the Motorsports Park.

I.3) Discussion and consideration to approve an interlocal agreement with the State of Nevada, Department of Health and Human Services, Division of Child and Family Services to allow the State to reimburse the County for expenses associated with strangulation forensic medical examinations for victims of domestic violence.  AB257 (2023) requires counties to pay for the forensic exam.   The term of the agreement is from October 1, 2023 to September 30, 2025.

J) ELKO COUNTY FINANCE

J.1) Discussion and consideration of Resolution 2023-65 providing for the transfer of appropriations from the In Lieu of Taxes Fund, American Rescue Plan Act Fund, and the County Capital Projects Fund to the County Capital Facilities Projects Fund. This allows for consolidation of current appropriations into a single fund for the purpose of current and future facility projects.

J.2) Presentation from Eide Bailly, LLP, and consideration to approve the Annual Independent Elko Central Dispatch Administrative Authority Financial Audit Report for the Fiscal Year ended June 30, 2023.

K) 4TH JUDICIAL DISTRICT COURT

K.1) Discussion and consideration to approve an Independent Contractor Agreement with Impact Evaluation & Assessment Services to provide evaluation services for the Fourth Judicial District Court - Adult Drug Court Program.   The agreement has been reviewed and approved through the District Attorney's Office and District Court Judge.  This service is fully funded through grant funds.

K.2) Discussion and consideration to approve a grant application to the Nevada Supreme Court, Administrative Office of the Courts, in the amount of $111,805.13 for Fiscal Year 2025.  The grant will be used to establish an adult Mental Health Court.  Mental Health Court is an intervention program for adults struggling with mental health, whose mental health has led to contact with the criminal justice system.  Mental Health Court is a joint effort between the District Court, District Attorney’s Office, Public Defender’s Office, law enforcement, case management, and treatment programs.   No matching funds are required.

K.3) Discussion and consideration to approve a grant application to the Nevada Supreme Court, Administrative Office of Courts, in the amount of $183,504.51 for Fiscal Year 2025 for continued support of the Adult Drug Court Program.    The mission of the Adult Drug Court is to promote sober living through individual growth  for its participants and promote public safety by providing court and direct supervision, treatment, and community resources as an alternative to incarceration.  The Adult Drug Court provides residential, intensive out-patient treatment services for adults with substance abuse disorders and co-occurring disorders.  The program assists clients with housing, job applications, work-force readiness needs, doctor's appointment and  parenting classes.   No match is required.
