J.1) Discussion and consideration to approve staff to submit a grant application for the 2026 Community Development Block Grant (CDBG) Program.   Elko County Public Works has conducted two properly noticed public meetings to solicit eligible project suggestions for the 2026 Community Development Block Grant (CDBG) funding cycle.  No eligible project proposals were received from the community.   Based on identified infrastructure needs and project readiness, staff recommends submitting an application for the construction phase of the Tuscarora Water Storage Replacement Tank Project.  The existing 57,000-gallon bolted steel water storage tank has reached the end of its useful life and is susceptible to leaking.  The proposed project would replace the existing tank, at its current location, with a welded steel water storage tank with an increased capacity of approximately 74,000 gallons, improving system reliability and long-term service capacity.Staff recommends submitting a grant application in the amount of $513,120.
