F.2) Discussion and consideration of an agreement with NCIC Correctional Services to provide communication services for detainees and inmates housed in the Elko County Jail. The Elko County Sheriff's Office staff recommends approval of NCIC Correctional Services to provide all jail communications.  This agreement is a no-cost program for the County and will replace the current provider, IC Solutions.The NCIC platform will bring multiple efficiencies to the jail including: Secure communication between inmates and attorneys, allowing for legal documentation to be signed electronically without staff involvement. Enhanced security for video visitation, where only the inmate's face is visible and the remained of the screen is blurred. Expanded educational opportunities for inmates, including access to class required by the court such as anger management. Any damage to a tablet can be tracked to the responsible inmate, who then may be charged accordingly.
