N.1) Discussion and consideration to approve an agreement with Sustainable Real Estate Solutions, Inc. (SRS) to coordinate and administer the Elko County Commercial Property Assessed Clean Energy Program (C-PACE) Program.    On April 16, 2025, the Elko County Board of Commissioners adopted a resolution establishing the Elko County Commercial Property Assessed Clean Energy (C-PACE) Program and corresponding program guidelines.  The C-PACE Program enables commercial property owners to obtain financing for energy efficiency, renewable energy, and water conservation improvements through a voluntary assessment on their property tax bill.   To facilitate implementation and streamline program administration, staff proposes to enter into an agreement with Sustainable Real Estate Solutions, Inc. (SRS), a qualified third-party program administrator with experience managing C-PACE programs in other jurisdictions.   Under the proposed agreement, SRS will coordinate application intake, technical review, lender engagement, and compliance and monitoring, with no direct cost to the County.
