L.1) Discussion and consideration to amend the time limit for individual speakers during the public comment periods of Board of County Commissioners' meetings, in accordance wit the Nevada Open Meeting Law.  The Board may set a uniform time limit per speaker to ensure orderly and efficient conduct of meetings while preserving the public's right to be heard.   Staff recommends to amend the time limit from seven (7) minutes to three (3) minutes per speaker for public comment periods at Board of County Commissioners' meetings, effective immediately and applied uniformly unless otherwise modified by the Chair for good reason.
