L) BUDGET COMMITTEE BUDGET CONSIDERATIONS

L.1) Discussion and consideration of a request from the Consolidated Courts to reclassify (move) a vacant Justice Court Bailiff position from the Wells Justice Court budget to the Consolidated Courts budget at the currently budgeted salary and benefits rate.  Currently, the Consolidated Courts have six budgeted bailiff positions - one for each judge and one for family court.    The Budget Committee met on March 12, 2025 and recommended that the position be moved into Consolidated Courts budget, but left unfilled pending additional information from the court.

L.2) Discussion and consideration of a request to promote an Appraiser I to an Appraiser II.    The employee has obtained the appropriate certifications and has been performing work of an Appraiser II for the last nine months.  The position is currently budgeted for an Appraiser I for Fiscal Year 2025.  The Assessor's Office has the funds necessary to cover the cost of the increase for the remainder of the fiscal year, which is approximately $800 for the remainder of FY25.   The Budget Committee met on March 12, 2025 and recommend the promotion to Appraiser II as the employee has been performing those duties for nine months.

L.3) Discussion and consideration to move the vacant Grants and Contracts Manager position from the Finance Department to the County Manager's Office reporting to the County Manager instead of the Comptroller.   The Budget Committee met on March 12, 2025 and recommends the transfer of the Grants and Contracts Manager to the County Manager's Office.

AB59 - Law Enforcement Powers of Game Wardens - Heard February 26th in Assembly Natural Resources AB70 - NACO Bill to allow County to submit written comment on renewable energy facilities when considering partial abatements of sales and use and property taxes - Heard March 11th by Assembly Revenue. AB81 - Daylight Savings Time Exemption for Nevada - Heard on February 24th in Assembly Government Affairs AB100 - Revises provisions relating to economic development of regional commercial air service in this State. - County support. Notice of eligibility of exemption. AB218 - Court Administrator Court Proceedings Notifications - Heard by Assembly Judiciary on February 19th.  Unfunded mandate. AB224 - Issuance of School District bonds for Capital Improvement Projects.  Heard by Assembly Government Affairs on March 3rd. AB237 - Allows any county to create Office of Registrar of Voters to handle elections- Heard in the Assembly Committee on Government Affairs on February 25th AB247 - Provisions for Persons with Disabilities - must provide sign language if requested and available.  Friendly amendment from NACO.  Heard by the Assembly Committee on Government Affairs on March 12th. AB293 - Creates the Office of Aerospace. - County support. No meetings scheduled yet. SB16 - Contractors Licensing - Heard February 10th in Assembly and Senate Labor and Commerce - No action.  Fiscal Note - Impact to term of imprisonment. SB31 - Adjudication of Vested Water Rights. Heard March 6th by Senate Natural Resources. SB36 - Conservation of Ground Water.  Heard March 6th by Senate Natural Resources. SB53 - Road Closures and Hazards - Heard February 26th in Senate Growth and Infrastructure SB69 -  Economic Development and Abatements for Data Centers - Heard March 6th by Senate Revenue and Economic Development.  No action taken. SB79 - Youth Hunting Tags -  Not heard yet. SB116 - The Compensation of Elected County Officers - Unfunded Mandate.  Heard on March 12th by Senate Government Affairs with no action taken and amendment presented. SB170 - Industrial Insurance requiring a firefighter or volunteer firefighter to submit to an annual cancer screening and provisions governing the administration of physical examinations required of certain firefighters, arson investigators and police officers for certain industrial insurance coverage for lung disease and heart disease.  Unfunded mandate.  Amendment added.  Heard by the Senate Commerce and Labor on March 11th with no action taken. SB172 - Agricultural Workers Bill of Rights.  County opposes.  Heard March 3rd by Senate Commerce and Labor with no action taken. SB199 - Recorder Required to Set Policy and Procedures in Regard to AI - Not heard yet.  May have fiscal impact. SB204 - Authorizes temporary agricultural foreign worker with H-2A visa.  Senator Ellison bill.  Heard March 17th by the Senate Commerce and Labor.

M.2) Discussion and consideration of a letter of support for the Crime Victims Fund Stabilization Act to be sent to Nevada's United States Senators and Representatives.   This bill temporarily provides additional deposits into the Crime Victims Fund.
