We oppose the amendment to change the County Ordinance 4-2-3, adding types of businesses, specifically restaurants. The businesses listed do not belong in neighborhoods, rural or otherwise. Restaurants should be in specifically designated commercial areas. If this is added, the potential for pop up businesses in subdivisions increases dramatically. Why is the code being changed for one person? If an amendment is needed, it should be because numerous individuals have applied for it. Not because one person didn't have the foresight to purchase a business that they would be able to legally expand, within the parameters of the zoning their business is on. Restaurants do not fit with an A/R zoned property. Period.
Zone change
I oppose the zone change as written because it adds uses beyond the three uses discussed within the last commissioners meeting . In addition to restaurants , equestrian and riding centers and dog boarding facilities are: all restaurants not just those associated or appurtenant to an allowed use; equestrian training centers, that might include boarding or living quarters; and boarding facilities of other animals besides dogs, such as horses, uses accessory to kennels such as offices, storage, corrals. Also you have added small businesses. Does the definition of small businesses include other businesses besides home occupations ? This is undesirable in our subdivision (PV) and should not apply to land divisions with otherwise approved deed restrictions and ccrs limiting these commercial operations. I believe that there are large parcels where these zoning changes might be appropriate; however, there should be exclusions to parcels otherwise intended for residential zoning that is in an agriculture area to allow for hobby farms and private use. ( such as small acreages, originally formed as 1-2 acres). It should be in the best interest of the entire subdivision to conditionally allow such commercial businesses and to require a 2/3 majority of the entire subdivision ( not just those commenting on agenda items that live outside of the subdivision) to allow changes to ccrs and zoning, or conditional uses that otherwise would be prohibited.
