O.1) In accordance with Public Notice 24-2020, conduct a Public Hearing and Second Reading of Ordinance 04-2020, entitled, AN ORDINANCE AMENDING CHAPTER 14, TITLE 6 OF THE ELKO COUNTY CODE TO IMPOSE A ONE QUARTER OF ONE (1) PERCENT TAX ON THE SALE OF TANGIBLE PERSONAL PROPERTY SOLD AT RETAIL, OR STORED, USED OR OTHERWISE CONSUMED IN ELKO COUNTY TO PAY FOR PUBLIC SAFETY AND ROAD IMPROVEMENT NEEDS OF ELKO COUNTY.

    Would the commission please comment as to why the language of Ordinance 04-2020 is being changed from "for the purchase and maintenance of facilities, apparatus, and equipment for the Elko County Fire Protection District" to "for the purchase and maintenance of facilities, apparatus, and equipment used for fire suppression in Elko County" and why "Elko County Fire Protection District", which is the only fire protection district within the county, is being removed?

    The Elko County Fire Protection District provides all-risk services. Does "for fire suppression" mean the infrastructure tax or equipment and apparatus that is purchased with the infrastructure tax can no longer be used for other, non-fire suppression services such as medical, vehicle extrication, hazardous material incidents, or assisting the public?

    Does "in Elko County" mean that the equipment and apparatus purchased with the infrastructure tax can no longer be used for fire suppression outside Elko County such as other counties, states, or the City of Elko?

    Does Elko County plan on leasing equipment to volunteer departments within Elko County, or is the Elko County Fire Protection District going to carry the entire financial burden, even though the volunteers claim that the volunteer departments are separate political entities and the district has no authority over them?

    Did Elko County ever provide the public with the list of assets that Elko County is leasing to the Elko County Fire Protection District?
