F.1) Discussion and consideration to award to the lowest a most responsible bidder for the Elko County No 04-2020, PEP-EL. 2020-110, Lucky Nugget Road Phase 1, CR715b paving project from South Fork Causeway to McLellan Ave. Approximately 1.4 miles. Seven bids were submitted, Q & D Construction came in with the lowest responsible bid at $1,037,000.00, which is below the Engineer’s Estimate of $1,390,090.00. Remington Construction filed a protest against the awarding the bid to Q & D Construction, indicating Q & D had misquoted the amount for the flagger and pilot car. The recommendation is to reject the protest and award the bid to Q & D Construction.
