E.1) Discussion and consideration of approval of the Volunteer Fire Department (VFD) Response Guidance and authorization for the Fire Chief to administer payments and other response-related operational support withing the existing $65,000 VFD Payments budget.   The proposed guidance replaces the current per-call reimbursement method with planned annual payments based on each department's five-year average, subject to a minimum annual payment of $150.    It also establishes a process for staffing stipends, in-year adjustments, and distribution of remaining funds for increased response activity and documented operational, equipment, and readiness needs.  Approval will not increase the the existing budget.
