F.1) Discussion and consideration of approval of a policy to formalize how the Elko County Fire Protection District utilizes seasonal, Emergency Fire Fighters (EFF), on-call, and support personnel to support operations locally and through state and national deployments with no fiscal impact to the budget.  Seasonal personnel provide an established, reliable workforce, while EFF, on-call, and support personnel support operations from initial attack through extended attack, including surge staffing during high-demand and weather events, support functions, and short-term, time-sensitive projects. The policy standardizes qualification-based pay, aligns with the federal Administratively Determined/Emergency Firefighter (AD/EFF) structure through the U.S. Department of the Interior, and ensures all personnel time is trackable, billable, and reimbursable. The District has historically relied on a combination of seasonal, EFF, on-call, and support personnel to meet operational demands across a large and diverse service area. These personnel support operations from initial attack through extended attack, as well as surge staffing during high-demand and weather-driven events. The District has also supported rancher and land management (ranger) liaison efforts, improving coordination during incidents and mitigation work. While these practices reflect current operations, they have not been formally standardized. This policy aligns staffing, compensation, deployment, and reimbursement into a consistent framework across operations, payroll, and finance. This policy improves cost recovery and reimbursement consistency, reducing risk and supporting financial accountability.
