H.1) Discussion and consideration of approval of the Elko County Opioids Use Disorder Community Needs Assessment and Opioid Response Plan, prepared by the University of Nevada Reno, Reno School of Medicine and the Nevada State Office of Rural Health, as required to maintain eligibility for funding through the Nevada Fund for a Resilient Nevada.   Approval of the Needs Assessment and Response Plan satisfies the planning requirements established under Nevada law for local governments seeking access to opioid settlement funds.  The document identifies locally observed trends, existing community resources, and potential strategies to address the impacts of opioid misuse based on available data and community input.  Approval of the plan does not authorize any specific program, project, expenditure or policy change.   The plan is about keeping local providers (such as non-profits) eligible for resources that are already available through opioid settlement funds.  These dollars are likely to go to other communities instead of supporting local providers and organizations serving Elko County residents.
