G.1) Discussion and consideration of an invitation to participate as a cooperating agency in the administrative draft review of the Environmental Assessment (EA) for the proposed High Desert Trail project.  Cooperating agency status allows participating agencies to review draft environmental documents and provide comments during the administrative review process prior to public release.
