F.3) Discussion and consideration to award bid pursuant to Notice 2026-06 for the purchase and application of Magnesium Chloride, and approve the bid from Envirotech Services, Inc. for the product to be delivered and applied for a total cost of $419,391.   One bid was received and opened in response to the notice.  Envirotech Services, Inc. submitted the only bid and has been determined to be the lowest responsive and responsible bidder.  Staff has reviewed the bid and determined the pricing to be reasonable and within the Regional Transportation Commission (RTC) budget.
