F.2) Discussion and consideration to award bid pursuant to Notice 2026-06, Spring Valley Parkway Reconstruction Project, Public Works Project (PWP) No. 2026-197, and approve the lowest, most responsive and responsible bid in the amount of $1,548,845 to Hat Creek Construction & Materials, Inc.   Two bids were received and publicly opened on March 6, 2026.  The bid results are as follows:   Hat Creek & Construction Materials, Inc. - $1,548,845 MKD Construction, Inc. - $1,955,777   This project was approved by the Elko County Board of Commissioners on July 2, 2025, as part of the Elko County Infrastructure Tax Plan, Amendment No. 10.
