N.1) Discussion and consideration to approve an enhancement to Elko County's existing ClearGov contract to include the complete budget management system and next-generation Transparency Center, in an amount not to exceed $54,840.   The expansion would modernize how Elko County develops, manages, and communicates its annual budget by replacing disconnected spreadsheets, static documents, and labor-intensive manual processes with a centralized platform for budget development, departmental collaboration, reporting, and long-term planning.   The expanded system would also provide a modern, interactive digital budget book and Transparency Center, making it easier for residents to understand where County revenues come from, how public funds are allocated, and how those resources support County services and priorities.   The proposed expansion would bring internal budgeting and public financial reporting together in one integrated system.  This would improve efficiency, consistency, accuracy, institutional continuity, and public accountability while providing Board, staff, and community with clearer, more accessible financial information.
