J.3) Discussion and consideration of an application for the National Park Service's Rivers, Trails & Conservation Assistance Program. This program would provide technical assistance to Elko County to help draft an open space plan.There is no financial match required beyond staff time and the use of county facilities to hold stakeholder meetings.   Any draft plan would need to come before the County Commission for final approval.
