N.3) Discussion and consideration of approval of a grant award from the State Emergency Response Commission (SERC), Operations, Planning, Training, and Equipment (OPTE) grant, in the amount of $36,000 for a professional consulting service to identify, map, and prioritize hazardous materials risks within the City of Elko and Elko County with no match requirement.    The Elko County Project Manager for our Local Emergency Planning Committee (LEPC) will oversee this project.
