I.1) Discussion and consideration to authorize the Local Emergency Planning Committee to submit any remaining Fiscal Year 2026 and all Fiscal Year 2027 grant applications for the State Emergency Response Commission (SERC), Hazardous Materials Emergency Preparedness (HMEP), United We Stand (UWS), mid-cycle grants and Emergency Management Performance Grant (EMPG) grants.  SERC - assists LEPCs in developing emergency response plans and conducting exercises related to hazardous materials incidents, promotes public awareness by educating communities about hazardous materials safety and emergency procedures, training for first responders and emergency personnel. HMEP - enhances the capabilities of local, tribal, state, and territorial governments to plan and prepare for hazardous materials incidents. UWS - supports planning, training, supplies, and equipment that bolster the state's ability to prevent and respond to terrorist activities.EMPG - supports emergency management capabilities and ensure communities are resilient and well-prepared for disasters. The Elko County Local Emergency Planning Committee is eligible to receive a number of grants from the State Emergency Response Commission. As in prior years LEPC requests authorization to apply for these grants as they come available.   The grants have value generally up to $34,000, require no match, and may have short application windows.    In addition, each individual award will be submitted to the Board of County Commissioners for approval before the grant is accepted.
