D.1) Discussion and consideration to approve a Cooperative Agreement between the Elko County Television District, Elko County, and The Elko County Fire Protection District.    The purpose of the agreement is to cooperate in the sharing of communications facilities and related infrastructure in order to enhance public safety operations and improve the reliability of emergency communications throughout Elko County.  The agreement formalizes roles and responsibilities among the participating entities and supports coordinated use of critical communication assets.
