V.1) Discussion and consideration of approval of a capital expenditure for the buildout of the NeoGov platform to incorporate Human Resource Information System (HRIS) and payroll-related modules.   The County currently utilizes the NeoGov platform for select human resources functions; however not all available modules necessary for a fully integrated HRIS and payroll lifecycle have been implemented.  As workforce complexity, regulatory requirements, and audit expectations continue to increase, reliance on partially integrated systems and manual processes presents operational and compliance risks.   Building out the HRIS and payroll-related modules within NeoGov will allow the County to centralize employee data, improve payroll accuracy, strengthen internal controls, and reduce reliance on manual workarounds.  This approach leverages the County's existing investment in NeoGov and avoids the need to procure and implement separate systems.   Funding for year one (1) in the amount of $136,457.80 and year two (2) in the amount of $188,292 is available in the capital fund.   The Budget Committee met on December 31, 2025 and recommends the approval of this expenditure.
