K.1) Discussion and consideration of a proposal for professional services to conduct programming and a feasibility analysis of the existing building at 1750 Manzanita Lane as part of its due diligence for a potential building acquisition.The study will evaluate the programming needs of the Fire District and Ambulance Service, the feasibility of adapting the existing structure, and the implementation requirements necessary to accommodate the following uses:   Fire Administration Offices Emergency Operations Center (EOC) - multipurpose room Six (6) EMS sleep rooms and associated support spaces (restrooms, kitchen, etc.) A four (4) bay apparatus addition for fire apparatus, fleet maintenance, and ambulance operations   The analysis will assess the condition and suitability of the existing building and identify potential renovation requirements, site constraints, code considerations, and expansion feasibility.This request is consistent with the long-term capital facilities strategy identified in the Public Safety Infrastructure Tax Plan approved July 2, 2025.
