G.1) Discussion and consideration of the adoption of a policy regarding conditions for access for new developments that propose to utilize existing homeowners’ association (HOA)–maintained roads.   Occasionally, applications for subdivisions, conditional use permits, or other development approvals propose access via roads that are maintained by a homeowners' association (HOA).  These circumstances present unique considerations including long-term maintenance responsibility, increased traffic impacts, cost allocation, and protection of existing HOA members. The purpose of the policy is to provide clear expectations for applicants, protect existing residents with HOA communities, reduce the potential for future disputes, and assist staff and the Planning Commission in making consistent and defensible land use decisions.
