N.1) Discussion and consideration to select an engineering firm to provide professional services for the completion of the design, drawings, plans, permitting, and contractor selection for the Tuscarora Water Storage Tank's Dismantle and Replacement project. Responses were reviewed October 13, 2025, and the top three respondents were chosen in the following order:   DOWL Broadbent & Associates, Inc.  Day Engineering    Staff recommends DOWL for this project. This project is funded by the 2025 Community Development Block Grant (CDBG) grant award.
