L.1) Pursuant to Notice No. 2025-37, discussion and consideration to award to the lowest responsive and responsible bidder for proposals to design and build a garage for the Great Basin Children's Advocacy Center.   The William N. Pennington Foundation has approved the expenditure of up to $400,000 in remaining grant funds to support this project.  One bid was received from Lostra Builders, which submitted the only proposal; however, the bid amount exceeds the current project budget.   In accordance with the bid notice, the Board of County Commissioners reserves the right to reject any and all bids, to accept such bids as deemed in the best interest of the County, or to waive any technicality in the bid form or process.   Staff recommends rejecting the bid at this time.
