F.1) Presentation and update from Rusty Bahr, CEO of the Boys and Girls Clubs of Elko, regarding the progress of the Boys and Girls Clubs Events Center Project, specifically related to the land acquisition and schematic design.    Discussion and consideration to approve the pre-construction and design proposal from Michael Clay, and authorization for the initial design payment in the amount of $300,000.     Elko County has provided the Boys and Girls Club of Elko $15 million dollars in support of the project through a Community Development Grant Funding Agreement.
