O.1) Discussion and consideration to approve the bid award for the Lamoille Canyon MSE Wall Project, PWP:EL-2025-421.   Elko County has entered into an agreement with the U.S. Forest Service (USFS) to manage the Lamoille Canyon Mechanically Stabilized Earth (MSE) Wall Project.  Under this agreement, project design and funding are provided by the USFS, with Elko County responsible for the project administration, bidding, and construction management.   Bids for the project were opened on Tuesday, July 29, 2025, at 2:00 p.m. at the Elko County Roads Department.  Two (2) bids were received from the following contractors:   Great Basin Engineering Contractors MKD Construction   Following a thorough review of the bid packages and supporting documentation, staff recommends awarding the construction contract to Great Basin Engineering Contractors for the base bid amount of $869,212.18 as the lowest responsive and responsible bidder.
