I.1) Presentation on the results of the Commission's request for information on the Desert Tortoise program and the Sagebrush Ecosystem Conservation Credits program. At the previous meeting, the Board directed staff to gather information specific to the revenues collected (mitigation impact fees) for the Desert Tortoise in Clark County and for the sage-grouse through the Sagebrush Ecosystem Program.Nevada administers compensatory mitigation for sage-grouse habitat disturbances through a market-based system known as the Nevada Conservation Credit System (CCS). Debits are quantified habitat impacts (i.e., residual disturbances to sage-grouse habitat). Credits represent conservation actions that achieve habitat enhancement, protection, or restoration. Developers must purchase credits equivalent to their debits - plus proximity adjustment - theoretically creating a net benefit to sage-grouse habitat.
