E.1) Discussion and consideration of Chief Petersen's performance, authorization of a pay increase, and consideration to enter into an employment contract.  Chief Petersen has not had a formal evaluation since being appointed in December 2020 and has not received a pay adjustment other than budgeted cost of living adjustments and the classification and compensation implementation in July 2022.
