I.1) Discussion, consideration, and possible approval of a memorandum of agreement (MoA), between Elko County, the Federal Highway Administration, NDOT, and the BLM to conduct a scoping study for phase 1 of the proposed Humboldt-Rubies Trail under the Federal Lands Access Program, connecting the communities of Elko and Spring Creek to the future Lamoille Summit Trail System.   This MoA provides $80,000 for the scoping study, with no local match required.
