K.1) Discussion and consideration to approve a Revocable License for Winecup Gamble Ranch to access the Southline water system.    The County recently entered into a purchase agreement with Winecup Gamble Ranch to purchase the Southline water system. Before the sale will be complete, Winecup Gamble will be moving cattle into the area of the water system. Winecup Gamble Ranch is requesting the County grant them a Revocable License to access the water system to assure the cattle in the area have water.
