J.3) Discussion and consideration of first reading to amend Elko County Code 4-9-4 which changes the requirements of persons submitting applications to the County for permits for a zone change, variance, conditional use permit or to modify a lot boundary or size of lot and building permits within a location that have an active and duly authorized Architectural Review committee.
