P.1) Review, discussion, and possible approval of funding projects using American Rescue Plan Act (ARPA) funds. Elko County has an opportunity to work with our communities to invest strategically in people, organizations, and projects which will have positive, long-term economic impacts for years to come.  Recognizing the need to provide support to strengthen our local businesses and communities, Elko County is providing grants to eligible small businesses, non-profit organizations, and governmental units through its American Rescue Plan Act (ARPA) Relief Funding. ARPA provides a total of $350 billion in assistance for eligible state and local governments through the Fiscal Recovery Fund (FRF) and is intended to support the continued recovery efforts in response to the impacts of COVID-19.  Elko County is expected to receive a total of nearly $10.3 million under ARPA.   Funds must be obligated by the end of 2024 and spent by the end of 2026.  The funds from the Treasury to the County are distributed in two separate payments.  Elko County has received the first half of funding and the other half is anticipated to be received in 2022.  To apply, organizations in Elko County must have met the following requirements: Complete the Elko County ARPA Funding Request Application (and submit any necessary supplemental documentation). Must have endured negative economic impact due to the COVID-19 public health emergency. Must be in good standing concerning state and local taxes, any appropriate professional licensing and/or program (state and federal) and must be in compliance with any appropriate and applicable local codes and ordinances. Must be in good standing with the Nevada Secretary of State. Funding priority will be given to local organizations and locally-owned businesses in the unincorporated County or to those who serve the unincorporated County. Must report any other governmental, private or charitable assistance received that supplanted any losses or offset revenues. Must comply with Title VI of the Civil Rights Act of 1964 Must submit a completed Elko County ARPA Funds Certification Form. Submission of a grant application is not a guarantee of funding.  Grant awards are at the sole discretion of the Elko County Commissioners. Applicants who are awarded funding will be required to enter an agreement with Elko County to ensure funds are used in compliance with the requirements set forth in the Interim Final Rule and any future guidance from Treasury.  Elko County received twenty one (21) requests for funding totaling $11,993,974.The following requests have received previous approval for funding: Boys and Girls Club - $250,000 Elko County Monoclonal Antibody Therapy Clinic - $250,000   The following requests are recommended for approval for funding: Elko County - Spring Creek Ambulance Station - $550,000 Elko County - Town of Jackpot for housing support - $500,000 Elko County Fair Board - $300,000 Elko Lions Club - $750,000 Silver State Stampede, LLC. - $379,506 Spring Creek Association - $1,998,865   Total of recommended projects and/or programs to be funded - $4,978,371.
