I.2) Discussion and consideration of Resolution NO 2020-10, A RESOLUTION PROVIDING FOR A COOPERATIVE AGREEMENT BETWEEN ELKO COUNTY (A Political Sub-division) AND THE ELKO COUNTY FIRE PROTECTION DISTRICT (A Political Sub-division) FOR LEASING OF EQUIPMENT, PROPERTY AND FACILITIES.
Once upon a time, the people got together and created a government. They called this government a county. The county then decided it would be in the best interest of the people to purchase cows to consume fuels and reduce the risk of large fires. The county taxed the people and bought the cows. Sometime later, the county decided that it no longer wanted to manage cows, so they created another government, a ranching district. But the new ranching district needed cows. The county, rather than vest the cows in new ranching district, which would have been the fiscally responsible and appropriate thing to do, came up with a devious plan to lease the already-paid-for cows to the ranching district and tax the people again to pay for the leasing of their own cows. The people were furious and voiced their displeasure during public comment. The county, in defiance of all common sense and reason, approved the ordinance. The people were very angry. The county, not wanting to take responsibility for their poor, unethical, fiscally irresponsible, and possibly illegal decisions, blamed the ranchers union and other employees that had nothing to do with their plan. The ranching district suffered, the taxpayers were fleeced, but the county was happy and all got raises. The end.
