F.3) Update from Richard Felling, Nevada Department of Water Resources Deputy Administrator, on proposed regulations that will impact businesses, especially small businesses. The regulations are intended to define how the Humboldt River Decreed water rights and groundwater water rights will be managed throughout the Humboldt River Basin. These regulations propose to establish a mitigation program to ensure that Nevada water law is upheld with respect to the rights of senior Humboldt Decree water rights from impairment or conflict from junior-in-time groundwater rights holders. Preliminary determination is that the proposed regulation is likely to impose a significant economic burden on small businesses.
