M.1) Presentation, discussion and consideration of Commission direction regarding budgeting issues including budget development procedures; explanation of revenues and expenditures including property taxes with caps and/or abatement; net proceeds taxes: sales tax distribution; road maintenance and construction taxes; fees such as franchise, permit, and other user fees; explanation of financial bonding and other revenue related issues.
